We analyzed 164 colleges and universities to determine which were the best for overall value for the money with no aid in the Plains States Region. This ranking isn't just a listing of 'cheap' schools. Instead, it is noting which schools offer a high quality education for a reasonable price. Because of this, it is possible for one college to rank better than another, even if the latter college has a lower average cost.
